The Process of Establishing the Elementary
I. Preface
In the school district of Chung Hsiao Elementary, new communities develop so swiftly which made the amount of students increase soon. Now there have been 62 classes in Chung Hsiao Elementary with totally 3200 pupils, and such tendency of adding classes is still going on and on. The status quo makes the elementary originally laid out only 48 classes in the base reach the saturation of school buildings and equipment without any room to expand and seriously impact the activity space among the pupils and the discipline management, therefore, it is pressing to build new school.
According to the Paragraph 4, Article 2, Enforcement Rules of the National Education Act, “The layout of elementary and junior high school should be limited in 48 classes principally. As to those whose scales are too large, the educational authority should organize to build additional schools and re-divide school districts.”
II. Process of getting approval to establish the elementary
(1) Oct. 9, 1992: The document issued by the Department of Education, Pingtung County Government, No. Ping-Chiao-Hsueh-138250, assigned Lee Chen-fang, Principal of Ta-she Elementary School, to hold the concurrent post of preparatory director for building Raey Guang Elementary School and started to embark on the relevant matters of building the school.
(2) June 29, 1993: The document issued by the Department of Education, Pingtung County Government, No. Ping-Fu-Chiao-Kuo-Tzu-96499, assigned Lee Chen-fang, Principal of Ta-she Elementary School, to hold the concurrent post of preparatory director for building Raey Guang Elementary School to actively lay out the building of the school..
(3) Aug. 30, 1993: The document issued by the Provincial Government, No. Fu-Chiao-Szu-Tzu-168794 approved to officially establish Raey Guang Elementary School, and based on the document No. Fu-Jen-Erh-Tzu-96572 in 30 Aug. 1993, assigned Lee Chen-fang as the first principal of the elementary.
III. The resource of fund to establish the elementary
1. Appropriating the engineering cost for building the school in the first phase
(1) The document No. Chiao-Kuo-Tzu-17827 issued in Feb. 8 1993 by the government had been received which grant the building engineering project on the school land of reserve land for public-facility in 1993. And the engineering cost NT29.6 million has been approved.
(2) The document No. Chiao-Kuo-Tzu-40189 issued in March. 17 1993 by the central government had been received which grant financial subsidy to national education in local area for implementing the school’s development in 1993. And the engineering cost NT11 million has been approved.
(3) The document No. Chiao-Kuo-Tzu-57402 issued in April. 20 1993 had been received which grant to each engineering and relevant equipment of fire hydrant in 1993 and approved the engineering cost NT11 million.
(4) The document No. Chiao-Kuo-Tzu-39517 issued in March. 22, 1994 had been received which grant financial subsidy for the agency of national education in the 2nd phase, 1993 and approved the subsidy NT1.6 million.
(5) The document No. Chiao-Kuo-Tzu-81834 issued in June. 1, 1993 had been received which grant financial subsidy to Pingtung County’s national education for implementing the school’s development in 1993 (that’s the coordinative fund of Pingtung County Government) and the fund was collected by the county government. The special subsidy of NT1.755 million has been approved to build the green fences around the school, plant saplings and so on.
As to the engineering fund for constructing school buildings in the 2nd phase, the reserve fund of 1993 was approved, and the engineering fund for the building project on the school’s land for public facilitation has been received.
The document No. Chiao-Kuo-36059 issued on March 16, 1994 has approved the fund of NT97.083 million.
